Get the shadow-test summary + verdict

Use when: caller wants the rolled-up summary of a shadow experiment (sample-by-sample verdict aggregated to a single ship/no-ship recommendation)

Aggregated counts for a shadow test (total requests, shadow failures, total evals, shadow wins, original wins, ties) plus a derived verdict produced by services/shadow-verdict.ts. The verdict captures whether the candidate is winning, losing, or inconclusive — used to gate the ‘Promote’ button on the experiment page.
