Toggle whether a session is excluded from cross-session analysis

Use when: caller wants to mark a session as a test/dev artifact that shouldn’t pollute aggregate analytics, or undo that exclusion

Marks a session as excluded (or re-included) from gate-level analyses, Cortex reports, and the Architect’s optimization signal. Useful for filtering out test traffic, synthetic loads, or one-off requests that would skew aggregates.
