Get quality score distribution across gates

**Use when:** caller wants to see how Layer's quality scores are distributed across the fleet (which gates are scoring high, which are dragging the average down) Per-gate quality scores aggregated across both session-level and request-level analyses, plus a quality trend over time. Gates sorted ascending by quality so the gates that need the most attention appear first. Counts of low-quality (<3) and high-quality (≥4) gates surfaced for quick fleet health.
